Can't find that dude. He was there while I was looking for blueprints, but now that I found them all, he can't be found! I've banished other snatchins and gypsies hoping he will take their place, but no sight of him. Any help would be appreciated. Thanks.

Yes, he disappears when you are done finding Blueprints. But, he reappears when you get to the quest The New Guy on the Block and stays.
