Desperately seeking..... 199+ level friends .....

Can anyone help.... I want to finish the pirate ship and need some 199+ level friends to be able to request sails....

Like other higher level items, are the sails unlockable for gifting by spending diamonds? Ie. can only level 199+ players gift them? I too have no friends at that level :/
