Does anyone know when the timer resets for friend codes? That is to say, only three people can enter a particular friend code per day. Do they all "reset" at the same time, so that if you enter codes near that time, you have a better chance of getting the diamonds for that code?

I don't think anyone knows the definitive answer to this question. My impression is that they probably reset all at once, just like free gifts and visiting friends.

I think I've come to the conclusion that for me (CST in the U.S.), it happens around 5pm or so. I do much better that time of day than if I enter friend codes in the morning.
