I actually had the double filet drop occur 3 times now, during the miso/filet quest. Each time running a turtle, and always in Oceanic room. Sadly, I'm out of corals again, so I can't keep trying for them.

I guess I did. I thought it was odd to suddenly be getting the filets in the Oceanic room.... but once I realized they were there, I got thru the quest much quicker.
