I wish I could answer this question, but alas, this was another item I got from trading. I also couldn't find it via banishing.

Although it's been awhile since I done the quest, I think it was from banishing Grubby Snatchins. Otherwise, your best bet is getting the Sakura bonsai from the Japanese Garden.

I banished well over 100 snatchins and didn't get it. I also got mine from trading. My daughter also banished over 200 with no luck. I think there is a bug with that quest.

Banishing snatchins may or may not be a prerequisite (yep, I banished a lot, too), but I eventually got the Sakura bonsai when I searched the Japanese Garden in Expert mode. Plus it helped that a kind explorer friend left a hint that gave me a 10% chance of finding something. You might need the same thing or have a Turtle of luck running to up your chances.
