If a friend is not at level 99 but has a diver's mask in his inventory, can he gift it to me if I request it on his wall? Also, can you gift charms, horseshoes, or oil cans? Thanks!

Unfortunately, the answer to all these questions is no.
Gift items can only be gifted if the level requirement is met or diamond unlocked. It does not matter whether that person has some in inventory or not.
Only collection items and charge items are giftable.

Yes, I don't know a single person who has it unlocked, and only 1 person in the whole world is over level 199.
You can get it from banishing Rescuers at low chance. Best to use a Turtle of Luck first.
