If I spend 10 diamonds to drop the gift counter, does my daily reset time change? For example, if my daily reset is at 6 am and I use the diamonds to reset my gift counter to 0 at 10 am, what time does it again reset to 0? At 6 am or 10 am the next day?

It would reset at 10am the next day.

I believe that it will start when you send your first gift. 
At least that is how the counter started before.

That is correct. If you reset your gift counter at 10am and gift at 10am, it would reset at 10am the next day. If you reset at 10am but do not send a gift until noon, it will reset at noon.
